Teyliom developed the property as the Radisson Blu Hotel Dakar Sea Plaza, along with the neighboring Sea Plaza shopping center. The group’s hospitality activities subsequently expanded through Mangalis Hotel Group, which developed the African-born Noom Hotels brand.

In January 2025, the former Radisson Blu transitioned to Noom Hotel Dakar Sea Plaza while becoming a member of Radisson Individuals.
